Allow for processing & sync timings

Once a client is onboarded with 'Approved' status, please allow a 15 second delay before syncing anything on their integration.

Once a client is in approved status, they cannot go back to In Progress. Client onboarding statuses are meant to be linear. In Progress -> Approved -> Suspended.

After a client is put in Suspended status, if they would like to re-onboard with a partner that partner will need to reach out to Paylocity to support this use case. Suspended status should only be used when a client no longer wants an active integration with a partner, it should not be used for troubleshooting purposes.
